Student Grievance Redressal Committee
Introduction:
Mahatma Jyotiba Fule College of Social Work, Yavatmal, aims to provide a student-friendly environment that promotes free communication, mutual respect, and academic excellence. In keeping with this commitment, and in accordance with the University Grants Commission (Redressal of Grievances of Students) Regulations, 2019, guidelines as prescribed by Sant Gadge Baba Amravati University, Amravati, and The Maharashtra Public Universities Act, 2016, the college has constituted a Student Grievance Redressal Committee (SGRC). It is a special mechanism for hearing and resolving student grievances in a fair, transparent, and time-bound manner. The SGRC is intended to offer a supportive channel for students to express their issues so that their rights are safeguarded and their academic and general well-being are given precedence within the college environment.

Aims and Objectives:
- Fair and Neutral Redressal: To offer a fair, neutral, and unbiased forum for students to express their grievances and get redressed.
- Timely Redressal: To facilitate the timely and effective redressal of student grievances within a stipulated time frame, following the time lines outlined by UGC Regulations-2019 and university regulations.
- Confidentiality and Sensitivity: To address all grievances with extreme confidentiality and sensitivity, maintaining the privacy and dignity of all concerned.
- Transparency and Accountability: In order to ensure transparency in the grievance redressal process so that students remain informed about the status of their complaints and the grounds on which decisions have been taken.
- Promote a Positive Learning Environment: In order to help facilitate a positive and healthy learning environment by resolving student grievances and preventing recurrence of grievances.
- Awareness and Accessibility: For developing awareness amongst students about the SGRC, its role, and grievance redressal mechanism, with the facility of easy accessibility to all students.
- Compliance with Regulations: To maintain complete compliance with the UGC (Redressal of Grievances of Students) Regulations, 2019, The Maharashtra Public Universities Act, 2016, and guidelines issued by Sant Gadge Baba Amravati University, Amravati.
- Preventive Measures: To determine systemic factors underlying student grievances and suggest preventive measures to enhance college policies and procedures.
- Empowerment of Students: To facilitate students to take an active role in the quality enhancement process of the college by making provision for hearing their voice.
- Grievance Redressal Process: The Grievance Redressal System of Mahatma Jyotiba Fule College of Social Work, Yavatmal, is made simple, clear, and effective. The procedure usually includes the following steps as per UGC Regulations-2019 and university norms:
- Submission of Grievance:
- Informal Resolution (Optional): Students are advised to first try to resolve their grievance in an informal manner by approaching the concerned faculty member, department head, or concerned authority directly.
- Formal Grievance: In the event that informal resolution is inappropriate or fails, the student shall file a formal written complaint to the SGRC. The complaint must specify the nature of the grievance, facts of the case, desired remedy, and any accompanying documentation.
- Registration and Response: The SGRC will register the complaint within a stipulated period (e.g., 3 working days). The complaint will be logged and a trackable reference number given.
- Initial Screening: The SGRC will make an initial assessment of the complaint to establish whether it’s valid and admissible. Complaints that are deemed frivolous, malicious, or beyond the jurisdiction of the SGRC may be rejected with a clear reason. The student will be notified of the result of the initial screening.
- Investigation and Inquiry: If the grievance is found to be genuine, the SGRC will carry out an in-depth investigation, obtaining necessary facts and evidence. This could include questioning the student, faculty, staff, and other concerned individuals. The SGRC will follow the principles of natural justice, ensuring that everyone gets a fair hearing and an opportunity to make their case.
- Resolution and Recommendation: On the basis of the investigation, the SGRC will prepare a recommendation for grievance resolution. The recommendation will be fair, impartial, and in accordance with college policies, university regulations, and applicable laws. The recommendation will be communicated to the concerned parties, including the student and the relevant authority.
- Implementation of Recommendation: The college administration will take appropriate action to implement the SGRC’s recommendation, unless there are compelling reasons not to do so. If the recommendation is not to be implemented, the cause of non-implementation will be conveyed to the SGRC and the student.
- Appeal Process (If applicable): If the student is not content with the outcome, there may be the possibility of appeal to a higher body within the college or the university, depending on the regulations of the university. The appeal process and timelines will be explicitly laid out and communicated.
- Documentation and Record Keeping: The SGRC will keep a detailed record of all grievances filed, the investigation procedure, the recommendations issued, and the actions undertaken. The records will be kept confidential and utilized for internal review and improvement processes, as well as reporting to the university as and when required.
- Monitoring and Review: The SGRC will review periodically the efficacy of the grievance redressal mechanism and suggest improvements. The college administration will oversee the enforcement of these recommendations and ensure the efficient functioning of the SGRC.
