Right To Information (RTI)
Introduction: Mahatma Jyotiba Fule College of Social Work, Yavatmal, has constituted the Right to Information (RTI) Committee under the provisions of the Right to Information Act, 2005, and the instructions of the University Grants Commission (UGC). Statutory Declaration Under Section 4(1) (b) of the RTI Act 2005 Section 4(1) (b) of RTI Act 2005 covers the statutory declaration on the website of Mahatma Jyotiba Fule College of Social Work, Yavatmal ( https://mjfcswytl.in/ ) It covers the rules and regulations which are implemented by Govt. of Maharashtra. Information updated as on 22.06.2025.
Aims:
- The core objective of the committee is to promote transparency, accountability, and accessibility of information pertaining to the college’s operations, administration, and finances. The committee aims to help foster a culture of transparency and enable the sharing of right and timely information with the stakeholders, which involves students, faculty, staff, and the public.
Objective:
The goal of the RTI Committee is to bring the RTI Act, 2005, into practice in its full spirit and to see that the letter and spirit of the Act are followed by the college. The committee is dedicated to developing a culture of transparency, accountability, and good governance in the college. The committee is intended to:
- Process and dispose of RTI requests from the general public, students, teachers, and employees.
- Furnish correct and prompt information to the applicants according to the RTI Act, 2005.
- Keep a record of all RTI applications, replies, and appeals.
- Oversee the enforcement of the RTI Act, 2005, in the college and take appropriate actions to redress any deficiencies.
- Organize awareness programmes and workshops to inform the stakeholders regarding their rights and obligations under the RTI Act, 2005.
- Review and revise the college’s RTI policy and procedures from time to time in order to stay in conformity with the new guidelines and best practices.

RTI Application Process: The RTI application process of Mahatma Jyotiba Fule College of Social Work, Yavatmal, is as under:
- The applicant has to make a written application in English, Hindi, or Marathi to the Public Information Officer (PIO) of the college either by mail or in person. The application must be addressed to the PIO and state clearly the name, address, and contact number of the applicant.
- The request must have a clear information request, which involves the name of the public body (college) and the details of information being requested. The applicant must further indicate the mode preferred for receiving the information (e.g., via email, post, or in person).
- The applicant is required to submit the fee as prescribed for RTI application, either in cash, by post-office order, or by bank draft. The RTI application fee is Rs. 10/- (according to the RTI Act, 2005).
- The PIO will confirm the receipt of RTI application and give a special registration number to the applicant. The PIO will also check the identity and address of the applicant if necessary.
- PIO will scrutinize the application and furnish the information sought within the given time limit of 30 days under the RTI Act, 2005. However, if the information is available with another public authority or is needed after consulting other departments, the PIO can request an extension of time, which should not be more than 40 days.
- If the information sought is not held or cannot be furnished because of exemptions under the RTI Act, 2005, the PIO will give a written response to the applicant stating reasons for refusal.
- If the applicant is not pleased with the reply given by the PIO, they can make an appeal to the First Appellate Authority (FAA) within 30 days of receiving the reply. The FAA will consider the appeal and give a final order within 30 days.
- If the applicant remains unhappy with the FAA’s decision, they can appeal a second time to the Information Commission within 90 days of receiving the FAA’s decision. The Information Commission will review the appeal and make a final ruling within 45 days.
